Looks like you may have an really old version of COLREGS. Since the NTM 16/2004 version, Rule 33 (a) states: A vessel of 12 meters or more in length shall be provided with a whistle, a vessel of 20 meters or more in length shall be provided with a bell in addition to a whistle, ...

you both are right, the international rule 33 (A) 12 meters provide a whistle, inland rule 33 (A) a 12 meter or more vessel shall provide a whistle and a bell, and a vessel 100 meters... in addition a gong.

INT'L and INLD are the same

VSL < 12m - Sound Some Signaling Appliance
12m < VSL < 20m - Whistle
20m < VSL < 100m - Whistle & Bell
100m < VSL - Whistle & Bell & Gong

check your question library, I had a question 2 days ago that asked what sounding items does a 17m vessel have and it was whistle and bell.
