Discussing this exam question.

B would be right if it didn't say anchor.

I guess you could be anchored due to the nature of your work verses being just anchored?
Ka Kathi6280 · Oct 19, 2015 11:06pm
If the vessel is at anchor, it is not making way, it could be any vessel not making way, which could be 2 prolonged blasts, not the same as a RAM at anchor.

and I agree with KYFARM.
Why has this question not been changed. I see the dates as Sep and another comment in June?
Sh Shawn · Oct 19, 2015 11:26pm
Nope. There is nothing wrong with this question. See Rule 35 (c): "A vessel not under command, a vessel restricted in her ability to maneuver, a vessel constrained by her draft, a sailing vessel, a vessel engaged in fishing and a vessel engaged in towing or pushing another vessel shall, instead of the signals prescribed in Rule 35(a) or (b), sound at intervals of not more than 2 minutes three blasts in succession, namely one prolonged followed by two short blasts."

And Rule 35(d):"A vessel engaged in fishing, when at anchor, and a vessel restricted in her ability to maneuver when carrying out her work at anchor, shall instead of the signals prescribed in Rule 35(g) sound the signal prescribed in Rule 35(c)."

Excellent Shawn. Note the typo (the reference to a "35g"). At least for the Paradise Cay Pub dated 4/21/2014, there is no paragraph "g" on Rule 35. This does not change the comprehension of paragraph "d" as stated above. Yes, a vessel engaged in fishing and underway sounds the same signal as a RAM at anchor. Confusing is that neither a Sailing Vessel at anchor nor a vessel being towed (if unmanned) are addressed in the rules (making this question somewhat deceptive). So, as per Kathi6280 above, this question is "designed" to trick people, and is therefore NOT a good and "fair" question. What should be updated is an addition to the rules that states "all other vessels shall sound as per rule 35c" and remove the ambiguity.
