No gong, gongs are for vessels 100+ meters in length
Four short = pilot vessel
... but shouldn't it be 5 seconds of bell at intervals of not more than one minute?

Nope. RAM an fishing both use the same sound signals when u/w or at anchor.

Rule 35(c): A vessel not under command, a vessel restricted in her ability to maneuver, a vessel constrained by her draft, a sailing vessel, a vessel engaged in fishing and a vessel engaged in towing or pushing another vessel shall, instead of the signals prescribed in Rule 35(a) or (b), sound at intervals of not more than 2 minutes three blasts in succession, namely one prolonged followed by two short blasts.

35 (g) Vessel at anchor ring bell rapidly for 5 seconds not mre thaqn 1 minute..."may in addition: one short...one prolonged...one short. No mention if working or sleeping but restricted visibility. Whereas 35 (c) makes mention that one L and 2 S pertain to a vessel at anchor.

Rule 35(d):A vessel engaged in fishing, when at anchor, and a vessel restricted in her ability to maneuver when carrying out her work at anchor, shall instead of the signals prescribed in paragraph (g) of this Rule sound the signal prescribed in paragraph (c) of this Rule. (as above)
