If the vessel is heading NW the green running light should be to the right of the white lights...this configuration is not possible.

This answer is correct. The left masthead light is above the right masthead light indicating the vessel is moving relative port to starboard. Since ownship is traveling south, the sighted vessel is traveling in a westward direction. Answers B and C are incorrect. One point off the port bow is ahead of ownship. A vessel ahead traveling SW would show its stern light. The answer is NW.

How about SE. I am going South and see 2 steaming lights good a part which means I am well on the starboard side with green, starboard light on my port.
