If the vessel is going to display the 3-in-a-row masthead lights aft, then they need to display an additional masthead light forward as well regardless of length (Rule 24d)

Does anybody else feel this is all overwhelming too complicated!

Oh this is very confusing, as above, I thought this would simply be 3 white masthead lights in a row... 1 because the tug is less than 50m and another two because the tow is over 200m. I've read Rule 24d as above but it still doesn't make sense. Can anyone explain it please?

Here we go, I think this is it... "In accordance with Rule 23 (a) (ii) (Power-driven vessels underway ), a power-driven vessel
of less than 50 m in length shall not be obliged to exhibit a second masthead light abaft of and higher than the forward one but may do so". You've got to examine these questions very closely
