As a follow up, I was asked the question again (297) and was given a correct for answer "A". go figure
Why is it A?
A) 24 (c)(iii) Inland: vessels pushing ahead or towing alongside will have two tow lights in a vertical line. International:vessels pushing ahead or towing alongside will have a stern light
B) 24 (e) same
C) 27 (a) same

"A" works for me.
