I agree. Additionally, the question says that I "have not determined if risk of collision exists." It does not say I am in doubt as to whether risk of collision exists (which would, therefore, deem such risk to exist by my doubt alone IAW Rule 7).

I agree with Polkadot2012--this is a very poorly worded question. There is certainly some missing information.

This question is worded poorly. IAW Rule 19 (e), "Except where it has been determine that a risk of collision does not exist, every vessel WHICH HEARS APPARENTLY FORWARD OF HER BEAM THE FOG SIGNAL OF ANOTHER VESSEL... shall reduce her speed to the minimum at which she can be kept on course.". There was no mention of hearing a fog signal forward of the beam. Therefore we cannot assume there is one there.
