The point of this question is to check one's understanding of Rule 34. International rules only require/allow maneuvering and warning signals when the vessel is maneuvering. On the inland side, a signal would be required. For deeper review, not all US waters are inland rules, such as Seattle and Key West. "ยง 80.1395 Puget Sound and Adjacent Waters. The 72 COLREGS shall apply on all waters of Puget Sound and adjacent waters, including Lake Union, Lake Washington, Hood Canal, and all tributaries." (NavRules Handbook, p. 157) |

This is a stupid question. I am fairly confident there are no rivers outside Inland America. If it was Open ocean then yes nothing needs to be done, but it clearly says river. |
