Rule 12 a ii directs the sailboat that is windward to keep out of the way of the other, which would make it the giveway vessel. Therefore, the sailboat to leeward is directed by Rule 17 a i to maintain course and speed: "Where one of two vessels is to keep out of the way the other shall keep her course and speed". The same reason that any vessel being overtaken shall maintain course and speed applies to sailboats where one is leeward if wind is on the same side for both sailboats. |

Key word in the question is "must". The sailboat could tack and go astern of another sailboat without breaking a rule as well as ease sails and bear off. If being overtaken you should hold course until the other vessel is clear. |

Both A and B are correct since the sailing vessel is "stand on" when leeward of another sailing vessel. |
