This question is WRONG. The answer is not C. Small vessels and sailing vessels are not required to avoid impeding the passage of ALL PDV of over 20 metres in length when in a narrow channel. Many PDV which exceed that length may be able to navigate outside the channel limits. The rule says: "A vessel shall not cross a narrow channel if such crossing impedes the passage of a vessel which can SAFELY NAVIGATE ONLY within such channel." |

But vessel is already crossing so this means that D is more correct. C would be correct if not already crossing |
