"Now Don't Dare Forget This Rule" is for NO side and sternlights when underway and not making way...NUC, Diving, Dredging, Fishing, Trawling, RAM. |

I'm confused by this one. I thought "never dare forget this" - NUC, dredging, fishing, trawling... these aren't required to exhibit sidelights when not making way. Therefore, shouldn't the answer be "B" |

The very first sentence of Rule 23(a) states - "A power-driven vessel underway shall exhibit:" This can be confusing because the other 3 vessels listed here are not supposed to exhibit these lights unless they are making way |
